A digital archive is only a new way of archive that is provided by the new technologies, as Internet.
So the difference with a Digital Library is the same that is between a traditional Library and a traditional Archive.
The genesis, management and access is different. The Library normally provide published document that was edited and distributed. The Archive normally has private document from the personal management of a person, organization, institution, etc. And the way to manage this documentation is totally different. So the kind of documents available is traditionally different.
But at this time, the boundaries between Digital Library and Archive are disappearing many times.
